A survey of major software programs has shown that highly inaccurate cost estimates often result from erroneous software sizing.  Cost overruns on software intensive programs are caused by underestimating the number of lines of code (LOC) required. The Software Sizing Model (SSM) enables users to solve this problem by developing better sizing data.  Reliability testing conducted on SSM shows a substantial reduction in sizing error.  Performance simulation of SSM under various operational scenarios (e.g., the user makes the right judgment 50% of the time) consistently yields Mean Magnitude of Relative Error (MMRE) of less than 25% (i.e., MMRE = 0.25).  Performance evaluation of the model by an independent research organization substantiates these results.
